Meet the Panelists

James Tangeman, Vice President, Air Quality & GHG Emission Services

James Tangeman is a master’s-educated air quality and greenhouse gas emissions management professional with over 30 years of experience. He specializes in air permitting, compliance, emission control systems, and GHG management across industries including solid waste, oil and natural gas, and power generation. James is highly skilled in federal and state air permitting programs, NSPS, NESHAP/MACT standards, GHG reporting protocols, and methane reduction strategies. He has managed GHG emission report submissions, implemented methane leak detection and reduction programs, and served on multiple technical committees and advisory groups in the field.

Heather Little, Project Director, Air Services Team

Heather Little is an expert in air quality permitting, landfill-related air emissions compliance, air pollutant emissions registrations, BACT analyses, air dispersion modeling, and greenhouse gas emissions estimates. With nearly two decades at Sanborn Head, Heather has extensive experience managing complex air quality projects and ensuring regulatory compliance for landfill and renewable energy clients. She is a licensed Professional Geologist in New Hampshire and is recognized for her leadership in air permitting, compliance reporting, and regulatory strategy for solid waste facilities.

Marcel Kozlowski, PE, Project Director, Solid Waste Team

Marcel Kozlowski is a Professional Engineer with over 13 years of experience in solid waste and environmental engineering. He has managed construction projects and environmental compliance for some of the largest solid waste facilities in Colorado and New Hampshire. Marcel’s expertise includes landfill gas collection and control systems, MSW cell construction, asbestos monofill construction, and compliance with Subtitle D, Title V, MSGP, SWPPP, and SPCC plans. He is passionate about innovative resource extraction from waste and is licensed in Colorado and multiple other states.
